From the ST. PAUL PIONEER PRESS: On Friday, Minnesota politicians competed for the best way to say: "Good news." Their cause of joy: A projected $1.87 billion surplus for the next budget cycle. The state is forecast to spend less in 2016 and 2017 and take in more than had been expected, so now lawmakers and the governor will wrangle over ways to balance the budget.
